What does this tool do?

Newton's second law says the net force on an object equals its mass times its acceleration. Pushing a 1,200 kg car to accelerate at 2.5 m/s² takes 3,000 N of net force.

Weight is the force of gravity on a mass: W = mg, with standard gravity g = 9.80665 m/s². A 70 kg person weighs about 686 N.
