What does this tool do?

Convert 1 1/2 to 3/2. The common denominator of 2 and 3 is 6, so 3/2 = 9/6 and 2/3 = 4/6. Add: 9/6 + 4/6 = 13/6, which is 2 1/6 as a mixed number, or about 2.1667.
